Committee Member

Elda L. Flores is a retired educator of 38 years who has served the Texas public schools in the capacity of bilingual teacher, G/T teacher, campus vice-principal, campus principal, Director of Student Assessment, and Executive Director for Pupil Services.

She has served the city of San Antonio, Texas, City Council District 4, as a member of the San Antonio Public Library Board of Trustees from 1997-2012. She has also served in the South San Antonio ISD School Board of Trustees from 2016-2019. In 2017, Elda earned a micro-credential for Focusing Board Time on Student Outcomes through the Texas Education Agency.

She graduated from Dilley High School in 1969, Our Lady of the Lake College with a Bachelor of Arts degree in 1973, and Our Lady of the Lake University with a Master of Education degree in 1980 in San Antonio, Texas.

Elda is married to Ruben G. Flores, also a retired educator of 40 years, and has two children; a son named Andrew and a daughter named Ana Maria. Elda and her husband have traveled to all 50 states in the United States and have visited over 30 countries around the world.

Mrs. Flores is knowledgeable in classroom instruction as a result of teaching bilingual education in elementary school, evaluating teachers as a vice-principal and principal in elementary schools. Elda knows and understands State testing and Accountability as a result of serving as the District Testing Coordinator. She recognizes the importance of PEIMS as a result of directing, guiding, and training campuses on the importance of coding for the purpose of accurate reporting in the school district.

Another forte of Mrs. Flores is interviewing and hiring staff at a campus. As a school principal and as an Executive Director, Elda has interviewed and hired staff. She understands the importance of staff development for all campus staff. When necessary, she also knows the importance of creating growth plans. Elda also values due process and is knowledeable about the grievance process.

Committee Member

Edward B. Mungia was born and raised in San Antonio, Texas. He graduated from the International School of the Americas, a magnet school in the North East Independent School District.

Mr. Mungia graduated with a Bachelor’s Degree in Political Science from Loyola University, New Orleans in 2015. Since then he has worked for District 4 Councilman Rey Saldaña and currently Councilwoman Dr. Adriana Rocha Garcia. He previously served as a board member for MOVE Texas and South San Antonio ISD.

Mr. Mungia serves as a Hispanic role model with Hispanics Inspiring Students' Performance and Achievement (HISPA) in San Antonio, Texas. He served as a board member of MOVE San Antonio, Texas.

During his tenure as a South San Antonio ISD board member, Mr. Mungia was active in the District's budget presentations and deliberations. He studied the District's finances in order to advocate for a Tax Ratification Election (TRE).

As a board member at South San Antonio ISD, Mr. Mungia also helped coordinate two-way, board-led conversations about various topics. He ensured parents had an opportunity to give their opinion. He also ensured these meetings were held in the evenings to better accommodate families the District served.
